Building Centre Jammu is a grass-root level technology transfer mechanism for propagating cost effective building technologies. It can have some or all of the following objectives:
- A technology transfer centre in the field of housing, building and development that disseminates information on cost effective technologies in urban and rural areas.
- A skill up-gradation and training centre for masons, artisans, carpenters, other building work force trades including both urban and rural youth in various cost effective building materials and technologies.
- A source through which group of trained rural/semi-urban construction workforce is created to serve the needs of housing, building and other development activities undertaken by individual home builders and housing/development agencies.
- An agency for undertaking field studies for development of appropriate and cost effective building materials and building construction techniques and to adapt these systems to the local and regional requirements.
- A centre for developing and providing design consultancy/services matching with technology with relevance to the local situation.
- A nodal point for developing entrepreneurship in manufacturing and marketing of cost effective building components.
- The primary thrust of building centers should be on the three objectives of information dissemination, skill up-gradation through training and production of cost efficient materials/training and production of cost and components. Production and marketing should not be overemphasized to the to the exclusion of training and shelter guidance.
- A decentralized housing guidance, information and counseling Centre.
- A centre for undertaking repair-cum-maintenance service centre.
- A building technology exposition centre.
- A mobile exhibition unit called Building Centre on Wheels propagates innovations among rural masses.
- Technology transfer from ‘lab' to ‘land'.
- Skill upgradation and training to the artisans (masons, carpenters, bar-benders, plumbers, electricians, etc.) on innovative and cost effective technology options
- Production and sales of various cost effective building components using local resources.
- Employment generation through construction work using the relevant technologies.
- Housing guidance, information and counseling on cost effective technologies
